Tras la caída de Raoh a manos de Kenshiro, un nuevo y formidable adversario emerge: los guerreros del Gentou Kouken. Falco, el sucesor de esta disciplina marcial, obedece las órdenes de un tirano llamado Jacko. Este último se autoproclama el elegido por el Tentei y ordena la captura de cualquier persona viva para edificar su Capital Imperial.
Una vez más, Kenshiro sale de las sombras para poner fin a esta tiranía. Sin embargo, en medio del caos, Lynn es capturada y llevada a la tierra de Shura, un lugar habitado únicamente por luchadores despiadados. Ahora, Kenshiro deberá perseguir a los captores y enfrentarse a los tres Rasho de esa tierra, no solo para rescatar a Lynn, sino para sobrevivir a la brutalidad que lo aguarda.
